Add Swiss Subnet AG as a node provider

Register Swiss Subnet AG (CHE-343.725.544, Zug) as a node provider, with principal wsxmh-6v6dh-ellrc-2fcag-peoni-l7k6q-sok75-pgw5g-3wwzw-pwm6z-eae.

We plan to host Cloud Engine capacity only, in Zurich (colozüri.ch). It has two uses for us. The first is spare machines that can take over for a faulty Cloud Engine node. The second is a testing environment for Cloud Engine work.

The node operator we register next will carry no node allowance and no rewardable nodes.

The data center itself is covered by a companion proposal submitted alongside this one. We plan to follow with the node operator once both have executed.
