Summary

Set the max rewardable nodes of the Swiss Datalink AG node operator (yedtm) to 0

Motivation: The Swiss subnet was reduced from 13 to 7 nodes. Proposal 144592 removed the last type3.1 node of the node provider Swiss Datalink AG (hycj4) from the registry. Its node operator is still allowed one rewardable type3.1 node, so a newly registered type3.1 node would receive node rewards again.

This proposal sets the type3.1 entry of max_rewardable_nodes to 0. With a quota of 0, the node operator cannot register a type3.1 node anymore. (The registry ignores an empty map for this field, so the entry is set to 0 instead of being removed.) The type4.2 nodes of this node operator are not affected.
