Motivation

Upgrade the SOL RPC canister to the latest version v1.4.0, which includes in particular the following changes:

• Add support for the Solana getMultipleAccounts RPC method, to fetch up to 100 accounts in a single call.
• Upgrade various dependencies and bump Rust to 1.97.1.
